城市湿地资源利用的前期研究初探
——以北京温榆河朝阳段为例

摘要：城市湿地是城市中最重要的生态基础设施之一，具有特殊的生态功能、环境功能和社会文化功能。在我国城市化快速进程中，城市湿地在城市建设中有的被堆积填埋，有的则面临着水质污染以及河道的人工化——城市湿地受到严重干扰，破碎化程度日益增加。但近年来，随着人们对资源合理利用意识的加强和对湿地的认识提升，城市湿地资源的开发利用得到重视，利用方式也日益拓宽。 城市湿地资源的利用应首先建立在科学的分析与评价的基础上，在建设前必须进行周密的可行性研究，以避免湿地建设的盲目性与决策失误。在前期研究中明确地提出湿地公园建设的宗旨、目标、指导思想、服务对象定位、建设方案和建设内容等，对指导城市湿地资源利用下一步的规划设计非常重要。但目前风景园林界对城市湿地的探讨多集中在城市湿地公园的规划设计，往往忽视了对城市湿地利用的前期研究。本文在城市湿地生态保护和恢复的前提下，探讨城市湿地资源利用的前期研究内容，有助于在城市化的背景下，平衡与生态环境保护、协调乡土游憩体验、当地社会经济发展三者关系，实现城市湿地资源利用的可持续发展。本文分析了中国城市湿地的现状，阐述了城市湿地利用前期研究的重要性和必要性。通过提出生态服务功能这个价值体系，进一步提出了城市湿地资源利用前期研究的内容和步骤。城市湿地利用前期研究的内容步骤分别是明确项目定位、明确湿地公园的选址位置、确定合理的建设规模、明确公园的经营与发展模式。在这几项内容的基础上，结合北京温榆河朝阳段湿地建设探讨城市湿地资源利用前期研究内容。

Preliminary Study On The Utilization Of Urban Wetland Resources

ABSTRACT: Urban wetland is one of the most important ecological infrastructure in the city, which has enormous ecological functions and values. City wetland not only has abundant resources but also functions to improve ecology and adjust environments beautify landscapes. As China’s urbanization is accelerating, the urban wetland has been disturbed. Fragmentation degree is increasing .By people's awareness on wetland is raise in recent years, the way of using wetlands have been increasingly broadened. But in the field of Landscape Architecture, Scholars are more concentrated in the study of urban wetland planning and design steps, often ignore the preliminary studies on use of urban wetlands This paper under the premise of urban wetland ecological protection and restoration, discussing the objectives and contents of urban wetland resources use ‘s preliminary studies. Helping in the context of urbanization, Balance and coordination the relationship between protection of the ecological environment, local recreation experience, Local socio-economic development, to achieve the sustainable development of urban wetland. This paper analyses the status of the urban wetlands in Chinese cities and states the importance of preliminary studies on urban wetland . By raising the value of ecosystem services system., state the goal of urban wetland preliminary studies---determined projects targeted, site location, a reasonable scale of construction, management and development model. On the base of this goal, combined the construction projects of Beijing Wenyu River to discuss the preliminary studies content of urban wetland resources use.
