我国风景名胜区风景资源管理对策与评价初探

摘要：风景资源，作为大自然留给我们珍贵的自然文化遗产，其重要地位是不可动摇的。我国国家重点风景名胜区自20世纪70年代末80年代初建立以来，经历了一个高速发展的阶段。但伴随而来的是其中存在并已逐步显现的诸多问题。其中最主要问题是如何处理风景资源的保护和开发利用的关系。风景区规划为资源的合理利用构建了基础框架，而管理是为了保证规划的可持续性实施。通过学习研究国内外风景资源管理的成熟经验，我们发现目前在风景名胜区风景资源管理这一领域，有着需要我们进行充实和完善的一系列内容。论文研究的主要内容包括：（1）对我国风景名胜区风景资源管理现阶段研究状况的概述，并提出其存在的主要问题。（2）借鉴自然保护区及国外国家公园在风景资源管理方面成熟的经验。（3）针对我国风景名胜区风景资源管理存在的问题，主要从科学调查评价，分区分级保护、社区共管、游人活动管理、项目建设管理、管理评价监测这6方面提出风景资源管理的解决策略。（4）结合实例，对崆山白云洞风景名胜区进行风景资源管理对策与评价进行研究。

Preliminary Research on Strategy and Evaluation for Scenic Resource Management of Scenic Area

ABSTRACT: Scenic resource is the vital natural and cultural heritages from nature. Its important status can’t be ignored. The National Park System of China was firstly established in late 1970s and early 1980s, with the system's rapidly developed, problems were also revealed. The chief problem is how to deal with the relationship between resource protection and using. Compared with the decision-making framework of national park system in developed countries and Nature Reserves, one of the lacks, which have to be supplied in time, in the national park resource management is the strategy research. The main achievements of this research included: (1) Statement of current strategy research in scenic resource management of Chinese national parks and the main problems. (2) Introduction of the innovated and incredible experiences in scenic resource management of foreign national parks and Nature Reserves (3) 6 Strategies for scenic resource management in National Parks of China: scenic resource investigation, zoning, community management, tourism management, construction management, dynamic inspection. (4) Description of 6 strategies for scenic resource management in Kongshan National Park.
