市域绿地系统规划研究

摘要：随着经济社会的发展和人们对环境问题关注程度的增强，环境保护和生态建设日益受到重视，绿地保护建设作为改善城市环境的有效手段也更受重视，但受地价及国情所至的较低的城市人均用地指标的限制，城市绿地面积不可能达到理想的数量，从根本上解决城市面临的环境问题，绿地的保护建设必须从城市向市域拓展。
　　经济社会的发展、城市化水平的提高，深刻改变着城市形态和区域结构，市域面临着生态保护和经济发展的双重压力。在经济高速发展中，保护好人类赖以生存的市域环境，市域绿地系统规划具有重要作用。为了实现城市和区域的可持续发展，城市和市域的发展建设迫切需要有效的市域绿地系统规划的指导，《城市绿地系统规划编制纲要(试行)》明确要求城市绿地系统规划包括市域绿地系统规划，并规定市域绿地系统规划要“阐明市域绿地系统规划结构与布局和分类发展规划，构筑以中心城区为核心，覆盖整个市域，城乡一体化的绿地系统”。
　　但是，当前我国市域绿地系统规划的研究工作相对薄弱，规划的定位、规划范围不明确，缺乏统一、规范的市域绿地分类标准。规划实践中，所谓的“市域绿地系统规划”只是城市绿地系统规划的一部分内容，存在编制内容空洞、缺乏深度，规划成果可操作性差、效力低下等问题。
　　针对当前市域绿地研究和规划实践的实际，根据国情，立足于社会经济发展的现状，以满足实际市域绿地规划、保护、建设的实际需要为目的，重点探讨解决目前市域绿地规划编制中的基础性问题和亟待解决的关键问题。
　　首先，本项研究试图通过对我国现时期市域状况的系统分析，明确市域与发展中存在的各种问题，分析问题及其产生的原因，由此探讨市域绿地系统规划建设的特殊性，这是本项研究的理论基础和基本着眼点。
　　在此基础上，通过对国内外相关理论及实践进行回顾和分析，总结出市域绿地系统规划的基本特征，从而有针对性的提出该地区绿地规划建设的基本原则和对策，重点解决探讨市域绿地系统规划中的规划目标、规划定位、市域绿地分类、规划结构布局、规划实施、和其他相关规划等问题。最终针对城乡面临的环境问题，总结出一套适合我国国情，相对比较科学和行之有效的市域绿地系统的规划方法。从而有效促进该地区绿地规划的科学编制和实施建设，以解决城市和农村的环境问题，改善、保护农村生态环境，实现城乡经济社会的可持续发展。

Study on Municipal Administrative Areas’ Planning of Green Spaces’ System

ABSTRACT: Along with the economic and social development and people pay close attention to the environmental problems, environmental protection and ecological construction are attained more and more attention day by day. Green space protective construction as the effective means to improve urban environment is now playing an important role. However, due to the restriction of the price of land and the lower average per capita index of urban land utilization which are subject to national conditions, the urban greenery area can not be reached to an ideal target. In order to fundamentally solve the environmental problems that the city faces, protective construction of green space must be expanded from city toadministrative area planning of green spaces system in terms of analysis of current status of regional conditions, definition different problems that exist in the development of municipal administrative area, and analysis of these problems and find out the reasons. This is the basic starting point and the theoretical foundation of this research.
On this basis and through reviewing and analyzing the relevant domestic and international theories and practices, this paper summarizes the essential feature of municipal administrative area planning of green spaces system and points out the primary principle and countermeasure, emphasis on how to solve and define the objective of the planning, the orientation of the planning, classification of green space of municipal administrative area, layout of the structure of the planning, implementation of the planning and other relevant items related to the planning. In the end, this paper will summarize a planning method which is comparatively more scientific and effective based on national conditions and focus on the main environmental problems that urban and rural areas are now facing on to make the planning of green spaces more scientific and implementary, to solve the environmental problems in urban and rural area, to improve and protect rural ecological environment, and to realize the sustainable development of social economy in urban and rural area.
